The amendment implements the Gambling Planning Framework, Benalla Rural City, 2010, SGS Economics and Planning by including the framework as a reference document to the scheme, including new strategic directions for gaming in Clause 21.08, Economic Development, including a new policy (Clause 22.07) to guide the assessment of specific gaming proposals and amending the Schedules to Clause 52.28-3 and 52.28-4 to prohibit gaming machines in specified shopping complexes and strip shopping centres.
